Pioquinto “Skip” Voluntad

Director of Development
Skip Voluntad is the owner of Asian Pacific Management
Consultants. Skip is a Filipino American who served
as the Chairman of the Mayor’s Commission for
Asian Pacific American Affairs in Philadelphia under
three mayors. Skip also directs the Community and Police
Interracial Task Force in Philadelphia’s East
Police Division. He was appointed in 1998, through the
Points of Light Foundation, to be one of the delegates
for “Americas’ Promise.” He serves
on many citywide boards, including a Board Director
for United Way of Southeastern Pennsylvania. He completed
a tour with Census 2000 as a Community Partner Specialist,
with his specialty being organizing strategic planning
for the Census in the Asian community. Most recently,
Skip was appointed to the 2003 Transition Team for Governor
Rendell continuing his dedication to the needs of the
"new populations" in our communities.
Bonnie
R. Breit, OTR/L, MHSA

Director of Operations
Ms. Breit is an established professional with over 20
years of administrative and clinical experience focusing
on organizational issues related to diversity, rehabilitation,
state and federal regulations, and program development.
She has worked in a variety of healthcare and human
services settings on the East Coast. In 2001, Bonnie
started BRB Consulting, Inc. an independent firm dedicated
to improving quality care while assuring conformance
with federal and state mandates. Through collaborative
efforts, she offers guidance to help leadership meet
the needs of the "new populations" while increasing
the organization's strategic and financial goals.
Valerie M. Voluntad, MHS

Coordinator of Education and Training
Valerie Voluntad is the Coordinator of Education and Training for New Populations, Inc. She is responsible for assuring our clients receive the appropriate training to better serve new and diverse communities. In addition, she is the former Director of Diversity and Inclusion at Delaware County Memorial Hospital, teaching about issues related to culture and ethnicity, as well as managing the activities for Cultural Connections Collaborative, a program that targeted the health care needs of immigrant and refugee families in Upper Darby, PA. She has worked in several social service agencies over the last twenty years and consults and trains on family violence concerns. She has a Masters in Human Services degree from Lincoln University.
Deborah Soutar

Director of Senior Services
Deb Soutar is a senior healthcare leader with a unique combination of operational business savvy and clinical expertise in geriatric healthcare. Her 30 years of experience span several healthcare sectors, particularly post-acute and long-term care. Deb was most recently with Genesis HealthCare Corporation, a skilled nursing and rehabilitation therapy provider. Starting at Genesis as a physical therapist, she progressed to the rehabilitation services division president and ultimately corporate senior vice president. She is recognized for her passion in working with people and her expertise building strong relationships with a broad spectrum of constituents from senior management to direct care service providers, payors, seniors and their families. It is her mission to assist organizations that provide support to community-based seniors and their families as they encounter health- and life-care decisions.
